My name is Er. Devender Kumar, and I am a Junior Engineer (Civil) at the Himachal Pradesh Public Works Department (HP PWD), currently working in Shimla. Today, on 18th January 2025, I proudly celebrate three years of service with this prestigious department. As I look back, I am filled with a mix of emotions—pride, gratitude, and reflection on the journey that brought me here.
The Beginning: A Day Full of Emotions
On 18th January 2022, I joined the Banjar Division of HP PWD in Kullu district. It was a monumental day for me, marking the end of a long and challenging wait. I had graduated more than eight years earlier, and despite relentless efforts, I faced one setback after another in my pursuit of a government job.
The test for the post of Junior Engineer (Civil) under Post Code 695, conducted in 2018 by HPSSC, brought its own share of heartbreak. Initially, graduates like me were disqualified for being “overqualified,” and the fight for justice took us to the High Court and eventually the Supreme Court. When the revised merit list was released in 2021, I was not selected in the first round, and the disappointment was crushing.
But life often surprises us when we least expect it. A phone call from my dear friend and batchmate, Er. Sachin Gupta, reignited my hope. He told me about the possibility of selection from the waiting list, and when my name appeared after a couple of months, it was nothing short of a dream come true. That call from Er. Sachin Gupta remains etched in my heart as one of the most emotional moments of my life.
A Friend Who Changed My Life:
Er. Sachin Gupta is more than a friend; he is an inspiration. We were batchmates during our B.Tech days, sharing the same classroom, hostel, and countless memories. He stood by me through my struggles, always encouraging me to persevere. Words fall short when I try to express my gratitude for him. That single phone call from him changed my life, and for that, I will always be indebted to him.
The Journey with HP PWD:
After joining HP PWD, my first assignment was at the Banjar Sub-Division. My journey began on a somber note as, on the day of my joining, a tragic accident occurred involving a JCB machine clearing snow. The loss of lives was heartbreaking, and visiting the affected families the next day was a deeply emotional experience.
At Banjar, I had the privilege of working with Mr. Subash Gupta, a painter, surveyor, and an extraordinary individual. Gupta Ji taught me the basics of retaining and breast walls, patiently guiding me through fieldwork and estimate preparation. His kindness and wisdom left a lasting impression on me, and even today, we stay connected through phone calls. Gupta Ji’s mentorship during my early days at HP PWD is something I will always cherish.
A New Chapter in Kullu:
In May 2023, I was transferred to HP PWD 6th Circle Kullu. This office brought new opportunities and wonderful colleagues who made work enjoyable. Working under the guidance of Divij Sir, Akshay Sir, Praveen Sir, Kamna Ma’am, Asha Ma’am, and Neha Ma’am was a rewarding experience. The camaraderie during lunch breaks and the teamwork we shared made this phase truly memorable.
Present Day: Shimla and New Challenges
On 25th November 2024, I was transferred to HP PWD Nirman Bhawan, Shimla. Life here is super hectic, but I am fortunate to work with supportive staff who have made the transition smooth. Each day presents new challenges, but the sense of purpose and pride in being part of HP PWD keeps me motivated.

From constructing roads and bridges to connecting the remotest corners of the state, HP PWD plays a vital role in shaping lives. I am proud to contribute to this mission, and I feel privileged to work with such a worthy organization.
The past three years have been a journey of learning, growth, and resilience. Each challenge has made me stronger, and each colleague has left a positive impact on my life.

As I complete three years with HP PWD, I am overwhelmed with gratitude for everyone who has been part of this journey—my family, friends, mentors, and colleagues. The road has not been easy, but every step has been worth it.
To all aspiring engineers out there, I want to say this: Never lose hope. The path may be challenging, but persistence and faith can lead you to your destination.
